About Us

"Balikatan sa Kaunlaran", more commonly known as BSK, was originally a women's movement through the support of 92 recognized non-government organizations that lobbied for the Presidential Proclamation no. 1609 which declares January 6 of each year as "Araw Ng Balikatan" assisted by the National Commission on the Role of the Filipino Women (NCRFW), now the Philippine Commission on Women. (PCW). This group organized BSK Movement in 1976 all over the country where provincial / city councils and municipalities were organized and projects and programs were implemented for women, especially livelihood projects were more than 3.5 million women with their families benefitted.

In 1998, Balikatan Sa Kaunlaran Association's Articles and By-Laws were amended making it a National Foundation and became a family oriented institution that accepts men, youth, PWDs in its membership roosters. BSK is more focused in providing and conducting livelihood trainings and seminars. BSK continues in its social enterprise called Ninay and Nenita dolls formed between the alliance of renowned designer Patis Tesoro and BSK members. These dolls, featuring Filipino traditions, heritage and values, were introduced into the local market in 2002. BSK made its showroom to showcase these dolls done by BSK entrepreneurial members.

Balikatan Sa Kaunlaran (BSK) National Foundation signed a Memorandum of Agreement with government agencies in 2012 called a Convergence of Services wherein NGAs in the National Capital Region will join hands in providing assistance to BSK in its pursuit to provide services to the communities. Such partners were the Department of Labor and Employment (DOLE-NCR), Department of Science and Technology (DOST-NCR), the Department of Trade and Industry (DTI-NCR), Technical Education and Skills Development Authority (TESDA-NCR); Product Development and Design Center of the Philippines (PDDCP); Philippine Trade Training Center (PTTC); Regional Tripartite Wages and Productivity Board (RTWPB-NCR); Public Employment Service Office - San Juan City Branch (PESO-SAN JUAN); Cooperative Development Office (CDO) in San Juan City.

Ninay Dolls
Today, BSK is known for its craftsmanship of handmade dolls: the Ninay and Nenita dolls intricately sewn and depicting women in Filipiniana dresses and the men in Barong Tagalog or the way the old Filipinos dressed during the Spanish regime, which made it very unique and special.

These Nenita and Ninay dolls usually measures 18 inches in height with hand painted resin head, arms and legs, wearing costumes of real fabric and materials of the period it depicted. And because of its time consuming method and the cost of materials used made it all add up to having fewer people in this business. Thus, BSK has to continuously conduct doll making to reach more people and hope they will have the dexterity and endurance to make the intricacies of making dolls. We added the Kikay dolls in BSK's OTOP products, as Nenita and Ninay Dolls are considered as the One-Town, One-Product (OTOP) of San Juan City.

In Retrospect
The term of Ms. Minerva A. De Leon started when she was elected the new president of BSK National after the Hon. Mayor Guia Gomez stepped down as BSK president because she was elected Mayor of San Juan City in 2010. As the new president, the new BSK Board of Trustees made strategic planning on how to follow what Madam Gomez started and pursue the mission and vision of Balikatan Sa Kaunlaran (BSK). All agreed to provide livelihood trainings and made actions to accomplish their purpose.

In 2011, BSK National was able to provide trainings / seminars in partnership with DOLE-NCR in "Home Based Enterprise Project" like Household Cleaning Solutions: Dishwashing Liquid soap, Liquid Detergent Soap, Powdered Detergent Soap, Fabric Conditioner, Tiles and Bowl Cleaner, Hand wash soap, Hand Sanitizer and Perfume Making. Training in Bag making, Food Processing, and Jewelry Making were also given. More than 180 beneficiaries were awarded with raw materials and tools in their preferred line of business.
